Executive summary

Purpose of Intervention

This Licence Condition (LC) 11 (Emergency Arrangements) inspection at the Urenco UK Ltd (UUK) site was undertaken as part of a programme of planned inspections as outlined in the UUK (Capenhurst Works) inspection plan for 2021/22.

Interventions Carried Out by ONR

During this inspection ONR assessed a facility emergency exercise "Bougainvillea" at the Urenco Nuclear Stewardship facility and in the UUK Emergency Control Room on the UUK site as part of a wider modular approach to assuring compliance with LC 11.  This consisted of observing site personnel implementing the site’s emergency arrangements in response to a simulated emergency.

I also met with the Urenco trade union Safety Representatives and conducted a Level 3 regulatory interface meeting.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

In my opinion the planning for the exercise was thorough, and that the incident scenario was sufficiently challenging for UUK to demonstrate its emergency arrangements.  A number of good practices and some areas of learning were identified by ONR, which were conveyed to the licensee in the post-exercise de-briefing meeting.

Conclusion of Intervention

Taking into account the exercise planning/scenario and the observations I made during the exercise, I considered the emergency exercise to be an adequate demonstration of the site's emergency arrangements made under LC 11.
