Executive summary

Purpose of Intervention

The purpose of this inspection was for ONR to determine the adequacy of implementation of HNA’s arrangements for compliance with LC10 (Training), LC22 (Modification or experiment on existing plant), LC23 (Operating rules), LC24 (Operating instructions), LC26 (Control and supervision of operations), LC27 (Safety mechanisms, devices and circuits), LC28 (Examination, inspection, maintenance and testing) and LC34 (Leakage and escape of radioactive material and radioactive waste) through a Systems Based Inspection (SBI) of the Solid Active Waste Bunker (SAWB) Intermediate Level Waste (ILW) retrievals.

Interventions Carried Out by ONR

I carried out the planned SBI on SAWB ILW retrievals supported by a specialist inspector. The inspection focused on: HNA’s implementation of ML’s arrangements for LC10, LC22, LC23, LC24, LC26, LC27, LC28 and LC34.

The inspection was carried out observing COVID-19 arrangements.

The inspection comprised discussions with HNA staff, a review of records, documentation and plant inspections.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the documentation sampled, examined and the areas inspected in September 2021, I found that HNA’s implementation of its LC10, LC22, LC23, LC24, LC26, LC27, LC28 and LC34 arrangements was adequate and that the SAWB retrievals safety system adequately fulfils the requirements of the safety case.

Conclusion of Intervention

Based on the evidence sampled at the time of the inspection, I judge that ML’s implementation of its LC10, LC22, LC23, LC24, LC26, LC27, LC28 and LC34 was adequate and that SAWB retrievals system adequately fulfils the requirements of the safety case.
