Executive summary
Purpose of Intervention
This was a planned inspection of EDF Energy Nuclear Generation Limited’s (NGL) Dungeness B (DNB) power station, undertaken as part of the intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).
The intervention was conducted in accordance with the planned inspection programme in the Dungeness B integrated Intervention Strategy (IIS) for 2021/22.
Interventions Carried Out by ONR
The inspection was led by the DNB nominated site inspector and supported by the site security inspector and the operating reactors lead for LC11. The inspection was observed by an ASN regulator as part of their secondment activities. The inspection consisted of a planned on-site inspection against:
- Licence condition (LC) 11 – emergency arrangements.
The purpose of LC 11 is to ensure that the licensee implements adequate arrangements for dealing with any accident or emergency arising on the site and their effects.
During this station visit the nominated site inspector also undertook intelligence gathering activities involving a plant visit with the Dungeness B Operations Manager, held meetings with the station’s safety representatives, the station’s internal regulator, attended an extraordinary Site Stakeholders group meeting and held an ONR station issues review.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable (this was not a system-based inspection).
Key Findings, Inspector's Opinions and Reasons for Judgements Made
The inspection targeted the stations LC11 arrangements relevant to the maintenance and storage of emergency equipment and included a plant walkdown of the key emergency response facilities
During the inspection ONR identified that the material condition of its Emergency Plume Gamma Monitoring System (EPGMS) required the station to address corrosion and battery backup supply issues. At the time of ONR’s inspection the system was found to be in operational and historically has had few issues. A single regulatory issue was raised for the station to address the material condition of its Emergency Plume Gamma Monitoring System (EPGMS)
I judged that NGL adequately demonstrated compliance with the requirements of LC 11 and therefore rated this inspection as Green, no formal regulatory action.
