Executive summary

Purpose of Intervention

The Office for Nuclear Regulation (ONR) undertakes all regulatory interaction with Rosyth Royal Dockyard Limited (RRDL) against a strategy defined by the ONR Propulsion Division.  This intervention relates to Licence Condition 11 (LC11), which requires a Licensee to make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects.

In accordance with the intervention strategy for the site this inspection was carried out on the 28 and 29 September 2021.
The purpose of this inspection was to evaluate the annual Rosyth Royal Dockyard Limited’s (RRDL) Level 1 emergency exercise demonstration ‘Nightstar’.

Interventions Carried Out by ONR

The evaluation was to determine the ability of RRDL to implement its emergency arrangements. This was measured against ONR’s regulatory expectations, informed by relevant good practice and ONR guidance documentation. Specifically, LC 11 and REPPIR– Operator’s Emergency Arrangements are in NS-INSP-GD-011.

This inspection entailed review of the emergency scenario and observation of RRDL’s response to the emergency scenario, to enable ONR to form a judgement on the demonstration.

This inspection was rated based on the ONR inspection rating system guidance as explained ONR-INSP-GD – 064 - ONR ‘Compliance Inspection Guide’. This is available on the ONR external website.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Nightstar was a challenging scenario involving a future activity of the site, this was chosen to challenge the demonstration team and to support informing emergency plans for this future activity.

The RRDL emergency planning team had in place realistic mock-up of the incident which supported simulation and making the incident more realistic for the demonstration team.

Based on the ONR team observations I judged that the exercise provided an adequate demonstration of the site’s capability to deal with an emergency on site and provided learning for the future activity as planned. 

Conclusion of Intervention

I consider that the annual site Level 1 Demonstration emergency exercise provided an adequate demonstration of the site’s emergency arrangements against the requirements of LC11.

I did not identify any matter impacting on nuclear, radiological, or conventional safety that required any further immediate regulatory action.

I therefore consider, noting the ONR guidance on inspection ratings, that an inspection rating of GREEN (no formal action required) is merited.
