Executive summary

Purpose of Intervention

In accordance with the Office for Nuclear Regulation’s (ONR’s) Hinkley Point C (HPC)  Construction Inspection Plan, ONR performs a series of planned compliance inspections of identified licence conditions (LC) and other applicable legislation, to ensure that NNB Generation Company (HPC) Ltd (NNB GenCo), is meeting its legal requirements.

Interventions Carried Out by ONR

Licence condition 09 requires that the licensee “shall ensure that every person authorised to be on the site receives adequate instructions (to the extent that this is necessary having regard to the circumstances of that person being on the site) as regards the risks and hazards associated with the plant and its operation, the precautions to be observed in connection therewith and the action to be taken in the event of an accident or emergency on the site”.

ONR carried out the following LC9 intervention:

  • A half day intervention to ensure that NNB is maintaining the effectiveness of its arrangements and their implementation in respect to ensuring that site personnel are aware of the hazards and risks at the HPC site and the expected response to an incident or emergency.

In addition, I held a number of other information sharing meetings/regulatory engagements.

Explanation of Judgement if Safety System Not Judged to be Adequate

N/A as this was not a safety systems inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

NNB is ensuring appropriate instructions to persons on the site with comprehensive induction material and associated process. In addition, it continues to review the languages onsite and has translated relevant materials into the most significantly used languages used at HPC.

It was evident that NNB has expended significant effort in providing its contractors and staff with information and tools to ensure that the key emergency arrangements are understood and reinforced.

During my visit to construction area (nuclear island) the selected site personnel could describe the actions to be undertaken in response to the site alarms and could articulate some of the key hazards and precautions to be taken is relation to them (such as radiography).

Conclusion of Intervention

I judge that an inspection rating of Green (no formal action) is appropriate for LC09. This is because I found that NNB has appropriately matured its instructions to persons on site to ensure that they remain effective for the current stage of the project.
