Executive summary

Purpose of Intervention

I undertook this inspection to examine Magnox Ltd’s (ML) compliance with Licence Conditions (LCs) 16 and 17 at its Oldbury licensed site. This was one of a series of planned inspections for 2021/22 at the site, in support of ONR’s Decommissioning Fuel and Waste programme strategy.

  • LC 17: Management systems

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

It is my judgement that ML has generated an adequate plan of the Oldbury site, showing the location of the boundary and every building or plant on the site which might affect safety.  The rationale for my judgement is that the site produced the current issue of the site plan and site schedule upon request and a sampling approach adopted on the walkdown of the site confirmed the locations of safety-significant buildings and plants against those seen on the site plan. Additionally, ML provided the arrangements in place for developing the plans and schedule, recording any changes that might affect safety and ensuring that these are sent to ONR. Although inconsistencies on review cycle timescale and reference to supporting documentation were noted in the arrangements, these were considered to be minor shortfalls.

It is my judgement that ML has established and implemented management systems which give due priority to safety.  The rationale for my judgement is that the responses to our questions by personnel interviewed during the inspection, and the supporting documentation provided, were satisfactory. Some minor shortfalls were identified in the arrangements. The responses provided from all levels of the organisation demonstrated that, in implementation, the management system is functioning in its intended purpose of providing an adequately comprehensive and up-to-date document suite for the safe conduct of operations.

Conclusion of Intervention

Inspection findings were presented to the licensee during a feedback session at the end of the inspection. There were no findings from this inspection that are considered to undermine nuclear safety.
