Executive summary
Purpose of Intervention
In accordance with the Office for Nuclear Regulation’s (ONR’s) Hinkley Point C (HPC) Construction Inspection Plan, ONR performs a series of planned compliance inspections of identified licence conditions (LC) and other applicable legislation, to ensure that NNB Generation Company (HPC) Ltd (NNB GenCo), is meeting its legal requirements.
Interventions Carried Out by ONR
LC11 requires that “the licensee shall make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects.”
ONR carried out the following LC11 intervention:
- A one-day intervention to examine the adequacy of LC11 arrangements and their implementation focusing on the adequacy of NNB GenCo and its contractors’ drill and exercise programmes (including observation of a drill).

Explanation of Judgement if Safety System Not Judged to be Adequate
N/A as this was not a safety systems inspection.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
NNB GenCo appropriately demonstrated that it can effectively internally muster personnel in a significant office building in a well controlled and Covid-19 safe manner.
NNB GenCo is exercising its emergency arrangements appropriately with involvement of relevant contractors including ensuring continuous learning is applied to exercises.
NNB GenCo’s exercise and drill programme is informed by the hazards and risk present on the site and is evolving to ensure that relevant capabilities are developed and exercised commensurate with the stage of construction/installation.
Conclusion of Intervention
I judge that an inspection rating of Green (no formal action) is appropriate for LC11. This is because I found that NNB GenCo and its contractors are appropriately exercising their emergency arrangements in line with the scale and complexity of the site.
