Executive summary
Purpose of Intervention
These inspections were part of a series of planned licence condition (LC) compliance inspections of the Magnox Ltd sites at Berkeley, Oldbury and Hinkley Point A for 2021/22.
The purpose of the inspections was to assess the implementation of the sites’ compliance with LC 7 (Incidents on the site) and LC 11 (Emergency arrangements).
Interventions Carried Out by ONR
Two of the inspections were carried out at the sites. The Hinkley Point A intervention was carried out remotely due to COVID-19 related restrictions.
The inspection at Berkeley was also attended by an ONR security inspector. The inspection at Hinkley Point A was held jointly with ONR safeguard inspectors. Matters concerning security and safeguards compliance, where not directly relevant to compliance with LC 7 and LC 11, are reported separately.

No major shortfalls were identified. From the evidence examined I judged that the licensee’s implementation of its arrangements for the notification, recording, investigation and reporting of incidents under LC 7 is adequate.

Conclusion of Intervention
I discussed the inspection findings with the sites’ management teams.
I am satisfied that the licensee has implemented adequate arrangements for the notification, recording, investigation and reporting of incidents at each site, and am also satisfied that the licensee has implemented adequate arrangements for dealing with any accident or emergency arising at each of these sites.
