Executive summary

Purpose of Intervention

This was a planned inspection of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Sizewell B power station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR), and carried out in accordance with the Integrated Intervention Strategy (IIS) for the site.

Interventions Carried Out by ONR

I carried out an inspection against the requirements of licence condition (LC) 7 for notifying, recording, investigating and reporting incidents on the site. I spoke to members of the licensee organisation, viewed incident reports and other follow-up and summary reports, and interrogated the licensee’s own databases to gather information for my inspection sample.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I consider that the licensee has robust procedures in place to identify, categorise and report incidents on the site. In particular, I am content that events are being reported to ONR in accordance with our guidance, and are being investigated by suitably qualified and experience persons.

I further consider that the various departments within the licensee’s organisation have demonstrated ownership of their own trending data, and can point to specific improvements they have made as proof of the efficacy of their trending.

Overall, therefore, I consider compliance with LC7 to be adequate in the areas inspected and have assigned an inspection rating of green.

Conclusion of Intervention

There were no findings from this inspection that could significantly undermine nuclear safety or that required additional regulatory action over and above the planned interventions at Sizewell B, as set out in the IIS plan.
