Executive summary

Purpose of Intervention

This compliance inspection on the Magnox Ltd Harwell licensed nuclear site was undertaken as part of a programme of planned inspections as outlined in the Magnox southern sites’ inspection plan for 2021/22.  The scope of the themed Licence Conditions (LC) 22, 23 and 24 inspection is aligned to the ONR Decommissioning, Fuel and Waste strategy.

Interventions Carried Out by ONR

During this intervention, I carried out a compliance inspection against the following licence conditions: LC22 Modifications or experiment on existing plant; LC23 Operating Rules, LC24 Operating Instructions.  I sought to gain evidence that arrangements have been made and implemented under the above LC’s for the decommissioning activities being undertaken on the site.  The inspection focussed on the safety documentation and management system which supports the production and implementation of suitable limits and conditions for the Dragon and Steam Generating Heavy Water Reactor decommissioning activities.

Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the arrangements, operating instructions and documentation sampled, I found that the licensee’s implementation of its LC22, 23, and 24 arrangements for the control of modifications, operating rules and operating instruction was adequate. The inspection identified minor opportunities for improvement regarding the guidance to authors of operating rules to reflect established practice.

Conclusion of Intervention

I am content that the implementation of the licensee’s LC22, 23, and 24 arrangements for the control of modifications, operating rules and operating instructions was adequate in the areas inspected. During these inspections I did not identify any significant regulatory concerns.
