Executive summary

Purpose of Intervention

This inspection at Dounreay was one of a series of inspections planned for 2021/22 to confirm that Dounreay Site Restoration Ltd (DSRL) is controlling its hazards and complying with its statutory obligations.

Interventions Carried Out by ONR

The aim of this intervention was to undertake a series of plant visits across each of the operational areas to assess the control and supervisions of operations against the requirements of LC26. Those areas inspected include:

  • D1208 [Waste Operations).
  • D1200 Laboratories (FCA Decommissioning)
  • WRACS Facility (Waste Operations)
  • Shaft & Silo Advanced Transition Works Construction Enclave.
  • Site Maintenance Team (General Site Areas).

This intervention also provided an opportunity to review progress against Regulatory Issue ONR-RI-10509 deferred from last month due to the unavailability of personnel.

This intervention also provided an opportunity for ONR to provide formal feedback on the key outcomes form the Safety and Security Culture Review conducted by a team of specialist ONR Inspectors 30 Nov to 2 Dec 21.

The Nominated Site Inspector also attended a public meeting of the Dounreay Sites Stakeholders Group.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The LC26 compliance inspections was conducted a series of plant visits aimed at assessing the control and supervision of activities ongoing across site.  Overall, ONR is satisfied that, in the areas inspected, the level of governance and oversight in the preparation, issue and implementation of the documentation used for the conduct of operations across site reflected relevant good practice.  Supervisors and operators demonstrated a clear understanding of the hazards associated with their tasks, the controls required and demonstrated the effective implementation of this understanding in the conduct and supervision of their tasks.

ONR provided formal feedback on the key outcomes from the Safety and Security Culture Review conducted by a team of specialist ONR Inspectors 30 Nov to 2 Dec 21. This feedback was provided to the DSRL Executive Team and representatives of the operations staff. ONR is satisfied that the key messages were received positively by the executive team with a clear acknowledgement of those areas identified for improvement and a commitment to ensure that these were considered as part of their overarching cultural change programme.

DSRL continues to demonstrate satisfactory progress addressing regulatory issues raised during previous interventions.

Conclusion of Intervention

Overall, we consider that DSRL has, and has implemented, adequate arrangements to meet the requirements of the legislation covered by this intervention in those areas inspected.  In addition, we consider that DSRL continues to make satisfactory progress to address issues raised during previous inspections.  We did not identify any matter impacting on nuclear safety that required any further immediate regulatory action.
