Executive summary
Purpose of Intervention
The purpose of this inspection was to confirm Magnox Ltd Harwell’s compliance with LC32 and LC25. The inspection was undertaken jointly with the Environment Agency (EA) who were undertaking compliance inspection against the conditions attached to the site environmental permits (EPR/PB3598DX and EPR/PB3198DJ). The EA are reporting separately on their findings.
This compliance inspection on the Magnox Ltd Harwell licensed nuclear site was undertaken as part of a programme of planned inspections as outlined in the Magnox southern sites’ inspection plan for 2021/22.
Interventions Carried Out by ONR
I carried out a compliance inspection against the two licence conditions: LC 32 Accumulation of radioactive waste and LC25 Operational Records. I sought to gain evidence that arrangements have been made and implemented under the above LC for the waste management activities being undertaken on the site.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
From the documentation sampled and the areas inspected, I found that the licensee’s implementation of their LC32 and 25 arrangements for the accumulation of radioactive waste and operational records was adequate. The inspection identified minor opportunities for improvement regarding the identification of storage areas within the safety justification.
Conclusion of Intervention
Implementation of the licensees LC32 and 25 arrangements for accumulation of radioactive waste and LC25 operational records was adequate in the areas inspected and that during these inspections I did not identify any significant regulatory concern.
