Executive summary

Purpose of Intervention

This inspection was held at Oldbury, Berkeley, and Hinkley Point A Magnox sites making up the Magnox southwest region. This inspection was one of a series of planned inspections for 2021/2022, which are informed by the ONR Decommissioning Fuel and Waste (DFW) sub-division strategy.

Interventions Carried Out by ONR

This inspection examined the adequacy of Magnox Limited’s arrangements and their implementation on the southwest region sites for compliance with licence conditions: LC 23 (Operating rules); LC 24 (Operating instructions); and LC 27 (Safety mechanisms, devices, and circuits).

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From my interventions, I was satisfied that Oldbury, Berkeley, and Hinkley Point A have adequate arrangements to implement the requirement of LC 27 for safety mechanisms, devices, and circuits (SMDCs) in the interests of safety.

The plant inspected was in the decommissioning life-cycle phase and did not have LC27 nuclear safety related SMDCs derived from LC23 Operating Rules.  However, I was able to confirm that appropriate arrangements were in place to manage safety risks on the three sites to as low as reasonably practicable by means of other SMDCs.

I sampled both Magnox Limited’s and site-specific arrangements for identifying SMDCs and was satisfied that if developments to the safety case identify operating rules and associated SMDCs in the future then the three sites have adequate arrangements to identify and manage them.     

Conclusion of Intervention

Based on the evidence examined during these three inspections it is my judgement that Magnox limited is effectively implementing arrangements for complying with LC 23, 24, and 27 across the southwest region.
