Executive summary
The purpose of this intervention was to undertake a routine compliance inspection of Rolls-Royce Submarines Limited’s (RRSL) Licence Condition (LC) 11 (Emergency Arrangements), at its Raynesway sites in Derby. This intervention forms part of the 2022/23 intervention plan and propulsion sub-division strategy.
Interventions Carried Out by ONR
A planned LC11 compliance inspection which focused on the duty holder’s demonstration of Emergency Preparedness and Response Capability Map (EPRCM) expectations under outcomes 4 and 5. The EPRCM framework is used to evaluate emergency planning and response across all the licensed sites to aid consistency, and is organised into seven subject areas. ONR aims to evaluate all areas of the EPRCM at the RRSL sites over a five-year cycle.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
On the basis of the sample conducted during the inspection, I consider that RRSL has adequately demonstrated its compliance with the expectations and regulatory requirements under capability map outcomes 4 and 5, meeting relevant good practice.
Although additional limited improvements were identified, I consider these to be minor shortfalls resulting from isolated issues and are not indicative of a broader concern.
Further, RRSL highlighted improvements it had identified to address other relevant gaps. Once complete this work may establish a need for additional equipment or support from external emergency services. However, my judgement is that a significant gap is unlikely, due to the quality of the facilities, equipment and relevant emergency response arrangements that were sampled.
Conclusion of Intervention
Overall, I judge that the licensee’s arrangements for LC11, and their implementation, are adequate. On the basis of the evidence obtained during the intervention, I have given an inspection rating of ‘GREEN’ for LC11 (Emergency Arrangements). Though some opportunities for improvement exist, there were no items of significance that required a Regulatory Issued to be raised.
