Executive summary

Purpose of intervention

The aim of the themed inspection was to review the Tradebe Inutec Ltd arrangements for the identification of Operating Rules (ORs) during the generation of a safety case (LC14), how they are introduced into the operationalsafety case through controlled modification(LC22), and that they are constructedand implemented into operational documentation in accordance with relevant good practice (LC23).

Executive summary

During this intervention, I carried out a compliance inspection against the following licence conditions: LC14 Safety Documentation; LC22 Modifications or experiment on existing plant; LC23 Operating Rules. I sought to gain evidence that arrangements have been made and implemented under the above LC’s for the recent projects and activities being undertaken on the site. This was a themed inspection focussed on the arrangements for the identification of Operating Rules during the generation of safety documentation (LC14), how they are introduced into the operationalsafety case though controlled modification(LC22) and that they are constructedand implemented into operational documentation in accordance with relevant good practice (LC23).

I sampled the arrangements for LC14 and concluded they were adequate and aligned with ONR guidance. In this instance, there were insufficient number of recent examples where operating rules had been introduced or modified to provide a conclusion for LC14 implementation. Implementation of the LC14 arrangements will therefore be revisited at the licensee at an appropriate stage aligned with introduction of new projects or processes.

I sampled the arrangements for LC22 and concluded they were adequate and aligned with ONR guidance. However, I noted a number of areas where the licensee had failed to implement their arrangements which I consider a significant shortfall against relevant good practice. Regulatory actions have been placed to seek improvement.

Judgement

From the arrangements, operating instructions and documentation sampled, I found that the licensee’s arrangements for LC23 were adequate and principally aligned with ONR guidance. The inspection identified minor opportunities for improvement regarding the guidance to authors of operating rules to reflect good practice.
