Executive summary
Purpose of intervention
The purpose of this intervention was to conduct an LC26 compliance inspection focusing on control and supervision of statutory outage related tasks of EDF Energy Nuclear Generation Ltd (NGL) at Torness (TOR) Power Station.
This intervention was undertaken as part of a series of planned interventions that are listed in the Torness Integrated Intervention Strategy 2022/2023.
Interventions carried out by ONR
The intervention was carried out by ONR’s nominated Site Inspector and statutory outage Project Inspector for Torness on the 22nd of June 2022 and the inspection was rated against Licence Condition 26 (Control and Supervision of Operations).
The LC26 inspection sample selected was the commissioning of a 415v switchboard incoming supply from 3.3kv in the cooling water pump house.
The focus of the inspection was to establish if the licensee’s arrangements are adequately implemented. The inspection focused on the adequacy of commissioning instructions and associated documentation, task handovers, pre job briefing, and the level of supervision required to carry out activities safely.
Physical work was observed during the inspection and the inspection included discussions with various responsible members of EDF NGL staff and contract partners.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Explanation of Judgement if Safety System Not Judged to be Adequate
N/A as this was not a safety systems inspection.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
The electrical task observed involved an experienced supervisor and contract partner engineer, there was also a relatively new member of the team who was gaining experience. The roles of individuals were clearly set out during the setting to work/pre-job brief with a good level of knowledge of the task displayed during the briefings.
During setting to work briefs for the task there were some minor anomalies identified in the documentation being used, the anomalies were discussed, and it was agreed that minor updates were required.
While observing the task, the continuous use commissioning test sheet was followed step by step, I observed positive confirmation that engineers were working on the correct equipment during the activity steps. Peer checks and 3-way communication techniques were carried out at the required steps.
During one of the later steps in the commissioning test sheet, an unexpected result was apparent. The engineers referred to drawings and carried out non-intrusive fault finding. After not finding any faults on the electrical equipment being commissioned, the decision was made to pause the task and seek further advice. This showed a good level of control by the task supervisor and good use of human performance tools, stop, think, act review.
Conclusion of Intervention
An intervention rating of Green was assigned for LC26. Several observations were raised which will be followed up on through Torness normal business. There were no findings from this inspection that could significantly undermine nuclear safety.
