Executive summary
Purpose of inspection
The purpose of this intervention is for the Office for Nuclear Regulation (ONR) to review and examine Construction (Design and Management) (CDM) arrangements for the both the 10 Dock Construction Project and the 5 Basin East Wall Central Construction Project at Devonport Royal Dockyard Ltd (DRDL), Plymouth. ONR will seek to gain regulatory confidence in the management of conventional health and safety hazards present on the construction sites.

Key findings
DRDL gave presentations on the CDM structure at the 10 Dock and 5 Basin Wall projects and how the various CDM roles are managed by DRDL, along with the rationale for DRDL taking on all of these roles provided ONR with valuable insight on how the MIP organisation achieves compliance with those elements of CDM.
ONR conducted a walk-down of the 10 Dock site to view the demolition works and on the whole, good health and safety management was reflected in the work that we saw and the workers that we spoke to. ONR requested further information on the management of risks associated with Hand Arm Vibration Syndrome (HAVS),Respirable Crystalline Silica (RCS) and confined spaces on the 10 Dock Demolition project.
ONR also conducted a walk-down of the 5 Basin EWC project. There was not much work going on at the site at the time of the inspection, however we gained valuable intelligence on the work that was currently going on and how the project will progress in the future.
Finally, ONR attended the 10 Dock Plan of the Day (PLOD) meeting which provided good insight into how information is shared with and between supply chain members and how deconfliction is identified and managed.
Judgement
From the Major Infrastructure Project (MIP) team’s explanation of how CDM is complied with on both the 10 Dock and 5 Basin EWC projects and the work that we sampled on the walk-downs of the construction sites, we judged that your management of CDM on these construction projects as adequate and rated the inspection as green.
