Executive summary

Purpose of inspection

The aim of the inspection is to confirm that adequate access control arrangements have been implemented to protect workers across a range of hazards in a complex construction and installation environment. The intervention will examine the status of the NNB Generation Company (HPC) Limited (NNB GenCo) and mechanical, electrical, and heating, ventilation and air-conditioning (MEH) Alliance management system in respect of access control in a complex dynamic work environment, and sample evidence as to their effectiveness.

Key findings

I found that NNB GenCo was able to clearly explain how the planning and coordination of work areas on the Hinkley Point C (HPC) site is undertaken, including the practical implementation of controlling access into work areas. I inspected the application of work authorisation forms and work permits and the use of temporary access certificates. I found that there was adequate implementation of arrangements in this particular focus area with responses and supporting evidence from the permit officer affording confidence to ONR inspectors that a robust process exists. I undertook a walkdown of nuclear island construction areas, where I found clear evidence of adequate oversight and implementation of access control arrangements. ONR will focus on control and supervision aspects, and on the scalability of the arrangements as the work and resources ramp up, through future planned interventions.

Judgement made

Overall, based upon the evidence obtained during the intervention, I judge that the licensee has adequately implemented management system arrangements in respect of access control in a complex dynamic work environment. On this basis I judge that an inspection rating of green (no formal action) is merited.
