Executive summary
Purpose of Intervention
The purpose of this inspection is to test the station’s compliance with the requirements of Licence Condition 36 (Organisational Capability), specifically:
- The adequacy of human resources to ensure the safe operation of the licensed site (LC36(1)); and the implementation of adequate arrangements to control any change to its organisational structure or resources which may affect safety (LC36(2)).

Key findings
Key findings, inspector's opinions and reasons for judgements made. I found that the station had appropriate means of identifying vulnerabilities in its organisational capability and was taking action to address these vulnerabilities. The station uses a combination of techniques including a quarterly review of organisational capability, focussed on nuclear safety significant posts, a department-by-department review of succession health and an annual review of knowledge management. Key risks are escalated to the quarterly People Governance Forum to ensure mitigation is in place. The station is recruiting and training staff to offset loss of capability due to retirement. I found that the station was effectively controlling changes to its organisational structure and resourcing. The station has recently made changes to its senior management team to improve resilience in the longer term and made permanent a change to 12-hour working for the Shift Operations Engineers, to align with the working pattern of the Operations Technicians. I reviewed key performance indicators and assurance activity related to organisational capability at the station and found that the station had an adequate understanding of areas for improvement which it was taking forward.
Conclusion of intervention. I conclude that the station is maintaining adequate organisational capability for safe operations and that it is adequately controlling changes to its organisation, as per the requirements of Licence Conditions 36(1) and (2). In accordance with ONR's guidance, I have therefore rated the inspection 'Green' (No formal action required).
