Purpose of inspection

Licence Condition compliance inspections are an essential element of ONR’s overall intervention strategy on any licenced nuclear site. The purpose of the intervention is to confirm the adequacy of AWE’s arrangements within XTC for Licence Condition 10 (Training) and Licence Condition 12 (Duly authorised and other suitability qualified and experienced persons). This inspection follows a previous LC10 & 12 inspection at AWE which was rated AMBER and determined there were shortfalls in XTC’s implementation of suitable arrangements (ONR-OFD-IR-21-032 CM9: 2021/38110). ONR is inspecting to gain confidence that AWE has made the necessary improvement to the implementation of their LC 10 and 12 arrangements within XTC, such that they are able to demonstrate that individuals undertaking safety important roles are suitably qualified and experienced.

Key findings

ONR undertook an LC10 & LC12 inspection in XTC on 12th October 2022.The majority of the inspection in XTC was deemed adequate and it was rated as Green. During the inspection ONR determined that the job roles within XTC were lacking in sufficient detail and that a systematic process to identify competency and training requirements was lacking for various managerial and operational roles. These are gaps to regulatory expectations and ONR has raised a level 4 regulatory issue to track AWE's corrective measures (RI-11082). ONR also determined AWE's progress at migrating its training records onto SafeOps365 is behind schedule. AWE committed to communicating the date by when is expected to be completed (this will inform whether a further regulatory issue in this area is appropriate).
