Purpose of inspection

The aim of this inspection was to ascertain the adequacy of the future Licence Condition 11 arrangements for the operational phase. The intervention aimed to provide assurance of development of a suitable strategythat is in-line with project needs (including the development of the Radiation (Emergency Preparedness and Public Information) Regulations 2019 (REPPIR) strategy) and that the transition documentation and associated arrangements (including a review of future organisation arrangements and strategies) are in place. The intervention also looked at the proposed training and the development of the required equipment and facilities. Subject(s) of inspection The following actives were the subject of this inspection:

Key findings

For this stage of the project, the Office for Nuclear Regulation (ONR) found that NNB Generation Company (HPC) Limited (NNB GenCo) had adequately progressed the development of the Licence Condition (LC) 11 arrangements across the sampled areas. I found that a strategy was in place and is adequate. This was established through the pre-operations emergency preparedness deployment and facilities strategic roadmaps. NNB GenCo has developed an implementation plan, which takes into account the re-baselined operational inputs and requirements. I found areas that would require further development and will review these as part of routine regulatory engagements.

Judgements made

Overall, based upon the evidence obtained during the intervention, I judge that the licensee has developed adequate plans for delivery of LC11 arrangements for the future operational phase of the project. On this basis I judge that an inspection rating of green (no formal action) is merited for LC11. Further development of the strategy and arrangements will be required. ONR will monitor progress in this area in-line with the strategy for regulation of HPC.
