Key findings, inspector's opinions and reasons for judgement made
The Chapelcross MAETP plant was inspected to determine whether the safety systems, structures and components (SSCs) are able to adequately fulfil their safety duties. This part of the visit was undertaken as a joint inspection in conjunction with SEPA.
An emergency exercise, ‘Exercise Goldcrest’ was observed to assess the adequacy of the arrangements for command and control during emergency situations.
The inspection also included a walkdown of reactor building 2 to assess the general condition of the shutdown plant and buildings.
Conclusion
MAETP
I was satisfied that the MAETP plant is soundly designed and adequately specified. Due to the preliminary nature of the documentation, it was agreed with SEPA that the plant would be inspected again once ready for active commissioning. This is due to be April 2023. A compliance rating at this stage would be inappropriate.
LC 11 Emergency Arrangements
Based on my observations in the CCR and follow up discussions with the other emergency exercise observers I consider the arrangements for emergency response to be Adequate (Green).
LC 7 Incidents on the site
Based on the resolution of the records processing and regular weekly reviews of the Q-Pulse reports, I am satisfied that adequate arrangements are in place for accent and incident recording on the site. Therefore I rate compliance with LC 7 as Adequate (Green).
