Aim of inspection

A targeted, unannounced, out of hours inspection of the Magnox Ltd Harwell B462 facility to gain assurance of adequacy of arrangements for control of work and safety hazards.

Key findings, inspector's opinions and reasons for judgement made

In accordance with the Office for Nuclear Regulation’s (ONR’s) Magnox Ltd Harwell intervention plan, ONR performs a series of planned compliance inspections of identified licence conditions (LCs) and other applicable legislation, to ensure that the site is meeting its legal requirements. LC26 requires that “ensure that no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose by the licensee.” LC12 requires the licensee “to make and implement adequate arrangements to ensure that only suitably qualified and experienced persons perform duties which may affect safety”. LC12 also requires licensees to appoint duly authorised persons to control and supervise operations. The inspection was unannounced and focused on the handover of supervision responsibilities between day and night shifts. I sampled the implementation of arrangements for LC26 including handover, safety briefing, plant handover, shift logs and manning levels. I sampled implementation of arrangements for the appointment of duly authorised persons and the SQEP records for a number of individuals conducting both supervision and operational tasks.

Conclusion

From the sampled implementation of arrangements for LC26 including handover, safety briefing, plant handover, shift logs and manning levels there were no matters of immediate regulatory concern. However, the inspection identified minor opportunities for improvement regarding the delivery job briefs for work which may affect safety.  I consider a rating of GREEN, “No formal action” against LC26 to be appropriate. From the sampled implementation of arrangements for the appointment of duly authorised persons and the SQEP records for a number of individuals conducting both supervision and operational tasks, no adverse observations were made. I consider a rating of GREEN, “No formal action” against LC12 to be appropriate.
