Key findings, inspector's opinions and reasons for judgement made
Based on sampling documentation pertaining to the thematic areas identified during the scoping phase and inspecting compliance during the plant walkdown, it has been determined that Magnox Ltd arrangements are adequate for the safe transport of radioactive material. No issues were identified of safety concern.
However, some observations were shared with Magnox Ltd where ONR considered that improvements to the overarching transport management arrangements and procedures, internal assurance and follow-up action, Radiation Risk Assessments, training, record keeping and dose optimisation could be made. The observations have been raised in a single regulatory issue and will be pursued during ONR’s routine regulatory engagements.
Conclusion
ONR gathered sufficient evidence to confirm that the transport management arrangements are adequate and meet the requirements of the CDG. Sufficient evidence was gained to conclude that the requirements of license condition LC17 Management Systems had been suitably implemented. Sufficient records were examined to determine that operational records are being generated and retained to demonstrate compliance to LC25. We did not identify any matter impacting on nuclear safety that required any further immediate regulatory action.
During the inspection, the inspector also suggested certain improvements to transport practices that would be prudent for Magnox Limited to consider.
