Aim of inspection
The aim of this inspection was to ascertain the adequacy of the future Licence Condition (LC) 10 implementation for the training of the reactor operators. The inspection aimed to provide assurance of simulator effectiveness to train control room personnel, training standards and knowledge, initial and continuous training following a systematic approach to training, individual training records and competence management before authorisation.

Key Findings, inspector's opinions and reasons for judgement made
I conducted an inspection on the effectiveness of the training facilities to support the Reactor Operator training programme.
As part of the inspection, I reviewed the reactor operators' training records and found the records to be in line with my expectations. The future reactor operator duly authorised person (DAP) authorisation process including the timeline and strategic plans were also reviewed and were found to be adequate for this stage of the project.
I observed how the training programme utilised lessons learnt from international new build programmes by sampling the simulator exercise guide (SEG) documents.
I found NNB Generation Company (HPC) Ltd (NNB GenCo) was able to clearly explain its planning and coordination of the programme and understood how the training would require modification to capture the changes from the current version of the simulator.
Conclusion
Overall, based upon the evidence obtained during the inspection, I judge that the licensee has an effective training programme for the reactor operators. On this basis I judge that an inspection rating of green (no formal action) is merited.
