Aim of inspection

This inspection targeted the application of the licensee’s documented Supply Chain (SC) Management arrangements for PPP, targeting specifically the arrangements as applied to the SIXEP Continuity Plant (SCP) Pump & Valve Module. ONR sampled evidence of the adequacy of these arrangements and evidence of the adequacy of their implementation.

This planned Licence Condition 17 (Management systems) inspection targeted the application of Sellafield Ltd's documented Supply Chain Management arrangements for the Programme and Project Partners, targeting specifically the arrangements as applied to the SIXEP Continuity Plant Pump & Valve Module. The inspection comprised a review of relevant documentation supplied by Sellafield Ltd and the Programme and Project Partners in advance of, and during, the inspection plus group discussions with members of the Sellafield Ltd Programme and Project Partners Intelligent Customer team, Programme and Project Partners, Altrad Babcock (Lot 4 Partner), Jacobs Clean Energy (Lot 2 Partner), SIXEP Continuity Plant project team, and the supplier West Cumberland Engineering Ltd. An ONR team comprising of a Supply Chain specialist Nuclear Safety Inspector and project /structural integrity specialist inspector carried out the inspection. Additionally, the inspection was observed by a Civil Nuclear Security equivalence inspector. The inspection was undertaken in person at Sellafield Ltd premises (Banna Court, Moor Row, Cumbria) and at a supplier location (West Cumberland Engineering Ltd, Lillyhall, Cumbria). No significant matters were identified as requiring immediate regulatory attention. Sellafield Ltd demonstrated compliance with their LC17 arrangements, including the implementation of quality management arrangements proportionate to the safety risk. I identified one area to follow up via our routine level 4 engagements relating to intelligent customer assurance resource availability.

Conclusion

On the basis of the evidence sampled at the time of the inspection, I judged that Sellafield Ltd's Supply Chain Management arrangements for the PPP SCP project to be compliant with the requirements of LC17. I awarded an inspection rating of GREEN for LC17.
