Aim of inspection
To observe AWE's rehearsal of their emergency arrangements at the Burghfield site required under LC11(5) and to assess the adequacy of the arrangements demonstrated against the requirements of LC11(1) and the regulatory expectations identified within ONR's NS-INSP-GD-011.

Key findings, inspector's opinions and reasons for judgement made
ONR observed the annual Level 1 Site Safety Demonstration Exercise, focusing on command and control at the scene, forward control point and site emergency operations centre, and casualty management and recovery. Overall ONR considers that this was an adequate demonstration of AWE's emergency arrangements on the Burghfield Nuclear Licensed Site against the requirements of LC11 and the relevant good practice provided within ONR's guidance document NS-INSP-GD-011. AWE also used this exercise as an opportunity to consider the broader aspects of incident management involving liaison and preparation for handover to external emergency services; this is an aspect that is not generally exercised as part of a Level 1 Safety Demonstration exercise and ONR welcomed the opportunity to observe the site's considerations in this aspect of the site's emergency response and recovery arrangements.
Conclusion
Based on the observations of the ONR assessment team, we consider that this was an adequate demonstration of AWE's emergency arrangements at the Burghfield Nuclear Licensed Site against the requirements of LC11 and the relevant good practice provided within ONR's guidance document NS-INSP-GD-011. On this basis, ONR has awarded an inspection rating of GREEN.
