Aim of inspection
The purpose of this intervention was to carry out a planned inspection of compliance with site licence condition (LC) 11 (emergency arrangements) at EDF Energy Nuclear Generation Ltd.’s (NGL’s) Hartlepool Power Station. The inspection was in accordance with ONR’s integrated intervention strategy for the site.

Key findings, inspector's opinions and reasons for judgement made
This was a planned inspection of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Hartlepool (HRA) Power Station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR). It was carried out in accordance with the planned inspection programme contained in the HRA Integrated Intervention Strategy (IIS) for 2021/22.
The inspection was conducted by ONR’s HRA nominated site inspector and the OFD emergency arrangements topic lead. It was performed in line with ONR’s Technical Inspection Guide NS-INSP-GD-011.
The inspection was focused on:
- How HRA has maintained its emergency arrangements over the last year. (procedures, equipment, SQEP, exercises)
- How the condition/ health of the stations emergency arrangements measured/ monitored (examination of any areas of station focus or concern).
- The role of the EPE: scope, interactions, authority, accountability and training status.
Conclusion
Based on the discussions and evidence sampled, we considered that the licensee has adequately implemented its arrangements for compliance with LC 11. We therefore judged that an inspection rating of GREEN (no formal action) was merited for compliance against LC 11 (emergency arrangements)
