Aim of inspection
The aim of this inspection was to determine the adequacy of NNB Generation Company (HPC) Ltd's (NNB GenCo) application of the accident management equipment categorisation and classification process to key mobile equipment at Hinkley Point C (HPC).

Key findings, inspector's opinions and reasons for judgement made
I found that NNB GenCo was able to explain how the accident management equipment's requirements were effectively captured throughout their lifecycle. I reviewed the application of the accident management equipment register to key mobile emergency equipment. For this stage of the project, I found that there was adequate implementation of arrangements in the sampled areas, with responses and supporting evidence from NNB GenCo's pre-operations team. I undertook a review of how the requirements have been captured from safety case analysis to through-life equipment requirements (commissioning, maintenance and operations). I found that NNB GenCo will need to further develop its processes for identification and effective capture of mobile equipment requirements, to ensure clear evidence of a coherent thread from safety case to operational needs can be demonstrated. ONR will focus on the development of the safety case requirements and the links to equipment specification, and on the scalability of the arrangements, as the work and resources in this area ramps up.
Conclusion
Overall, based upon the evidence obtained during the inspection, I judge that the licensee has adequately developed the operational arrangements as appropriate for this stage of the project. On this basis I judge that an inspection rating of green (no formal action) is merited.
