Aim of inspection
The purpose of this intervention is to undertake licence condition (LC) compliance inspections at EDF Energy Nuclear Generation Ltd.’s (NGL’s) Torness Power Station. This inspection will be undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).
The inspections will be carried out to evaluate NGL’s compliance with the following nuclear site licence condition (LCs) and legislation which are applicable provisions of the Energy Act 2013:
- LC2 – Marking of the Site Boundary
- LC16 – Site Plans, designs, and specifications

Key findings, inspector's opinions and reasons for judgement made
For LC2 we considered the marking of the licensed site boundary, NGL inspection and maintenance of the site boundary and the prevention of unauthorised persons from entering site. From the evidence sampled and a walkdown of the licensed site boundary we were satisfied that the site boundary markings were generally appropriate and well maintained, that NGL's LC22 process has a prompt to update relevant drawings (as required) and that NGL inspects the site boundary at an appropriate frequency. We have provided advice to NGL on some areas of improvement with regard to boundary markings and have raised one L4 regulatory issue to address a shortfall regarding a marking on the West boundary of the site which did not correctly reflect the location of the site boundary. With regard to the prevention of unauthorised persons we did not examine the arrangements in detail but we considered that the security fences and access points sampled were well maintained and in good order and sufficient to prevent inadvertent access to the area within the security fence.
For LC16 we examined the site plan and schedule. We were content that the intent of LC16(1) and LC16(2) had been met by the documentation sampled but identified that NGL needs to include in their arrangements the definition of a building that may affect safety. A L4 regulatory issue has been raised regarding this. We further explored an ongoing modification on site and were content that NGL's modification process has appropriate prompts to update the site plan and schedule.Conclusion
Based on the discussions and evidence sampled, we considered that the licensee has adequately implemented its arrangements for compliance with LC 2 and LC 16. We therefore judged that an inspection rating of GREEN (no formal action) was merited for compliance against these licence conditions.
A regulatory issue with appropriate actions has been raised to address the shortfalls identified with advice provided to NGL for other observations.
