Aim of inspection

The purpose of this intervention is to undertake a licence condition (LC) compliance inspection at EDF Energy Nuclear Generation Ltd.’s (NGL’s) Torness Power Station. This inspection will be undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).

The inspection will be carried out to evaluate NGL’s compliance with the following nuclear site licence condition (LC) and legislation which are applicable provisions of the Energy Act 2013:

  • LC8 – Warning notices

Key findings, inspector's opinions and reasons for judgement made

For LC8 we targeted the arrangements for warning notices at Torness and the inspection and maintenance of them. For chemicals and fire safety the arrangements met our expectations with a schedule of warning notices available and an inspection regime in place. However, NGL had already self identified a shortfall for emergency preparedness notices and we were content that this shortfall was being addressed. From the warning notices sampled on site they broadly met our expectations. However, we identified a shortfall regarding fire escape signage on some of the routes sampled and have raised a L4 regulatory issue to track resolution of this finding.

Conclusion

Based on the discussions and evidence sampled, we considered that the licensee has adequately implemented its arrangements for compliance with LC8. We therefore judged that an inspection rating of GREEN (no formal action) was merited for compliance against LC8.

We have raised one regulatory issue to address a shortfall regarding warning notices on fire escape routes.
