Aim of inspection
Intervention to confirm that no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose by the licensee. The intervention will be achieved by sampling nuclear safety significant work pack/s (and the work being undertaken) to ensure that EDF Energy is ensuring effective control and supervision.

Key findings, inspector's opinions and reasons for judgement made
In accordance with the Office for Nuclear Regulation’s (ONR’s) Dungeness B (DNB) intervention plan, ONR performs a series of planned compliance inspections of identified licence conditions (LCs) and other applicable legislation, to ensure that DNB is meeting its legal requirements.
LC26 requires that “ensure that no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose by the licensee.”
DNB has implemented comprehensive and robust plant release and return turn to service arrangements which effectively control the availability of nuclear safety significant plant.
Maintenance teams were appropriately briefed on the nuclear safety significance of the work they were undertaking in addition to the appropriate use of relevant organisational learning including the use of “what excellence looks like” sheets.
Key staff and supervisors were knowledgeable and effective in exercising appropriate control and supervision.
I noted a small number of potential opportunities for improvement, and these have been communicated to the licensee, however none of these were so significant as to warrant a specific regulatory issue or affect the overall Green rating.
Conclusion
I judge that an inspection rating of Green (no formal action) is appropriate for LC26. This is because I found that DNB was able to demonstrate that it is appropriately implementing its LC26 arrangements with only minor areas for potential further improvement being identified.
