Aim of inspection
This was a planned inspection of EDF Energy (EDFE) Nuclear Generation Ltd.'s Hinkley Point B Power Station, undertaken as part of the planned intervention strategy defined by the ONR Operating Facilities sub division of the Office for Nuclear Regulation (ONR).
The work was carried out in accordance with the planned inspection programme contained in the Hinkley Point B integrated Intervention Strategy IIS) for 2022/23.
As part of this intervention the nominated site inspector Point for Hinkley Point B carried out a compliance inspection against Licence Condition (LC) 10 (Training) on the 18 January 2023.

Key findings, inspector's opinions and reasons for judgement made
This intervention was undertaken at the station and consisted of discussions with staff and a review of documentation.
A review of the training requirements prior and post to the move to defuelling operations was undertaken against the EDF Energy corporate arrangements and local station arrangements for compliance with Licence Condition 10 (Training).
The move to defuelling activities had resulted in some additional tasks, as well as some being no longer required and therefore the station had reviewed the existing training requirements.
For the roles of reactor desk engineer and operate technician, the review determined that the move to defuelling had not fundamentally change the roles and therefore the existing training programme was deemed appropriate for those already qualified in these roles. However a new training programme had been devised for new trainees in these roles. It was noted that for the qualified reactor desk engineers, the modifications to the safety case was covered in a two day training event as part of their continuation training. Those that did not complete the course prior to the start of defuelling had their authorisation removed until they had completed the course.
This approach has resulted in two sets of role and training profiles, training programme descriptions and qualification manuals for each role; one for those already qualified and those seeking qualification.
The training records for all staff are now stored on the "My Learning Hub" database which was sampled to confirm that those undertaking the roles had completed the required training.
Conclusion
I am satisfied that there are appropriate role and training profiles, training programme descriptions and qualification manuals for the roles of reactor desk engineer and operate technician following the move to defuelling, covering those already qualified and those undergoing training, in accordance with the corporate and local arrangements for compliance with LC10.
From the sample of training records I am also satisfied that the operate technicians on duty had completed their appropriate training to hold that position or were flagged as in training. I therefore judge that the Hinkley Point B Power Station has adequately implemented the corporate arrangements for LC10 (training). I therefore consider that an inspection rating of Green (no formal action) is merited.
