Aim of inspection
The aim of the intervention is to assess EDF Energy Nuclear Generation Ltd.’s (NGL’s) Hinkley Point B power station's assess compliance with:
Nuclear site licence condition 11 (Emergency Arrangements)
Regulation 7(1) of the Nuclear Industries Security Regulations 2003
The inspection is in accordance with ONR’s integrated intervention strategy for the site. ONR technical inspection guide NS-INSP-GD-011 Issue 7.1 ‘LC 11 - On-site Emergency Arrangements’ and CNS-TAST-GD-10.2 (Issue 2.1) – Testing and exercising the security response, will be used as the basis for the inspection.

Key findings, inspector's opinions and reasons for judgement made
ONR observed and assessed the level 1 emergency exercise ‘BLACK’ at the EDF Energy Nuclear Generation Ltd. (NGL) Hinkley Point B power station.
The scenario involved a site incursion with design basis threat numbers and concurrent industrial accident causing a fire and radiological hazard.
All of the command centres and intervention staff performed adequately, and overall the licensee successfully:
- Neutralised the security incursion/ threat.
- Established on-site command centres (CCR, SSCR, ECC and ACP) providing effective command and control. In addition, the corporate CESC was set-up to support the station.
- Although the ACP was set-up and contributed to the emergency response, it was not declared operation during the exercise due to a shortage of IRT staff, who had all been deployed to attend the fire.
- Located, assessed and extinguished the fire gas circulator lubricating oil settling tank
- Completed a full site muster, accounting for site personnel in a timely manner.
- Located, assessed, rescued and treated two casualties.
We identified shortfalls with the systematic assessment and handling of casualties which will be managed by an existing fleet level 4 regulatory issue and failure to initially confirm the number of adversaries entering the site, which will be managed by routine regulatory engagements.
Overall, ONR were satisfied that the exercise objectives and performance indications in the licensee’s scenario were largely met.
Conclusion
ONR judged that exercise 'BLACK' was an adequate demonstration of Hinkley Point B’s emergency arrangements and rated the inspection against Licence Condition 11 and NISR 2003 Regulation 4 (3) (d) as Green (no formal action).
