Aim of inspection
To judge the adequacy of DRDL, other contractors and dutyholder's compliance with the Construction (Design and Management) Regulations 2015 (CDM) on both the 9 and 15 Dock construction projects. ONR will seek to gain assurance of the management of conventional health and safety hazards present on the construction sites with a specific focus on the:
- Appointed CDM Roles and how they are discharged, as well as oversight of the projects by DRDL.
- Planning, organising and control of work.
- Major hazards on site and how they are controlled.

Key findings, inspector's opinions and reasons for judgement made
The 9 and 15 Dock facilities on the Devonport Royal Dockyard site are currently going through extensive maintenance, refurbishment and upgrade works to enable continued delivery of the UK submarine maintenance programme. The works involve several organisations undertaking a range of activities including, design, management and construction. In accordance with ONR's strategy for propulsion sites, the purpose of this inspection was to judge the adequacy of DRDL, other contractors and dutyholder's compliance with the Construction (Design and Management) Regulations 2015 (CDM) on both the 9 and 15 Dock construction projects.
The intervention was undertaken and rated against published guidance on regulatory expectations, as described in HSE Guide L153 and ONR inspection guide ONR-INSP-GD-064. Based on the evidence sampled at the time of the intervention against Devonport Royal Dockyard Ltd's (DRDL) arrangements and documentation, and regulatory guidance we judged that DRDL, other contractors and dutyholders demonstrated adequate compliance with CDM.
Conclusion
Based on the evidence at the time of the intervention we judged that compliance with CDM on these construction projects as adequate. In accordance with ONR's guidance on inspection ratings an inspection rating of Green (no formal action required) is merited. DRDL alongside contractors have put in place adequate levels of control and supervision, control of access and egress from their respective sites and inter-organisational communication demonstrating a clear focus on safety.
