Aim of inspection
To gain assurance that Spent Fuel Services is compliant with Sellafield’s arrangements for Licence Condition 25 (Operational records). The intervention was justified in the ONR Spent Fuel Services Justification Document (2022/64238) and supports the ONR Sellafield Decommissioning, Fuel and Waste Advanced Gas Reactor Operating Programme Plan (2022/47759).

Key findings, inspector's opinions and reasons for judgement made
I, the Site Inspector for Spent Fuel Services (SFS), undertook a compliance inspection of Licence Condition (LC) 25 (Operational records) at the SFS operating unit at the Sellafield Site in Cumbria. For records purposes, SFS comprises three areas, MAGNOX East River (MER), Fuel Storage (North) and Fuel Storage (South); these three areas are in different stages of advancement in terms of record keeping, with MER and Fuel Storage (South) utilising an electronic format for the majority of records, and Fuel Storage (North) primarily using paper records; Fuel Storage (North) is planned to move to an electronic format in the future. Regardless of the format of records, all areas within SFS were compliant with the Sellafield Ltd arrangements and ONR's expectations for record keeping. During the course of the inspection, records were either identified electronically or in paper format on site, or successfully retrieved from storage off-site post the inspection. One minor anomaly was identified with respect to the retention period for waste records and SFS has committed to addressing this. Overall I was satisfied with SFS's implementation of the Sellafield Ltd LC25 arrangements and its compliance with the requirements of LC25, and have awarded a Green (no formal action) rating.
Conclusion
I was satisfied that SFS is compliant with the Sellafield Ltd corporate arrangements and meets ONR's expectations for LC25. One minor anomaly was identified in relation to the retention period for waste records which Sellafield has committed to address. I consider an inspection rating of Green (no formal action) to be proportionate and appropriate. The Head of Operations accepted my findings and observations at the wash up meeting.
