Aim of inspection

The purpose of this inspection was to sample evidence of implementation of the Sellafield Limited arrangements for compliance with Licence Condition (LC) 11, specifically within the HAL Plants, in order to inform a regulatory judgement regarding the licensee’s compliance with its legal duties under the nuclear site licence.

Key findings, inspector's opinions and reasons for judgement made

I targeted this ONR LC11 inspection on the adequacy of the implementation of the arrangements for compliance with LC11 for both the High Level Waste Plants and the High Active Liquor Evaporation and Storage (HALES) facility. This inspection comprised of; an observation of a plant-based Practice Drill on the morning of 29 August 2023, an inspection of the Incident Control Centre (ICC) and the Access Control Point (ACP), a review of the Minimum Safe Manning Level (MSML) documents and a review of training records for those people on shift who carried out key emergency response roles in the Practice Drill. Overall, I was content that the Practice Drills provided a good environment to challenge and coach the emergency response team at HAL. I was satisfied that the ICC and ACP were in a fully functioning condition and the Emergency Instructions were available to respond to an emergency. I reviewed the MSML documents and sampled the training records of the Incident Controller (IC) and Incident Supervisor (IS) from the Practice Drill, that were currently on shift, against the requirements set within the SQEP role profiles SR1343 (IC) and SR1253 (IS). For both personnel selected, I was content that the required training had been met and they were marked as SQEP on the Sellafield Ltd OPMS training records system. From the areas sampled, I did not identify any shortfalls in the implementation of the licensee’s arrangements which would necessitate a further inspection of LC11 earlier than currently planned. Overall, based on the evidence sampled during the inspection, I judge that an inspection rating of Green (no formal regulatory action) is appropriate against Licence Condition 11.
