The inspection comprised discussions with Sellafield Limited staff and review of records and instructions.
For LC10, I saw evidence that the on shift Duly Authorised Persons (DAP) responsible for control and supervision of PFCS, the retrievals team leader and operators had both been trained for their roles in line with corporate arrangements. The training strategy has been proactively reviewed and improvements implemented to ensure the training is fit for purpose for sustained retrievals.
For LC26, I saw evidence of control of work via the commissioning work pack and operator instructions referred to within it. The DAP clearly articulated their areas of responsibility and identified multiple ways that they maintain oversight of the activities of the commissioning team, retrievals teams and contractors.
Conclusion
On the basis of the evidence sampled at the time of the inspection, I judge that Sellafield Limited has adequately implemented its arrangements for LC10 and 26 in PFCS. Noting the ONR guidance on inspection ratings, it is my opinion that an inspection rating of Green (no formal action) is appropriate.
