Key findings, inspector's opinions and reasons for judgement made
The inspector identified a number of examples of the dutyholder meeting relevant good practice in reducing risk to levels that are ALARP, including; Package Design Safety Reports (PDSR) for packages designed, used by the company, and supplied to customers; suitable IRR17 assessments for packages transported; HSE registration and consent; appropriate local rules; contingency planning and control; training and maintaining competence of employees; information relevant to their role as a designer of Type A packages; a comprehensive set of procedures and arrangements covering their role as a designer of Type A packages, a consignor, carrier, and consignee of class 7 goods, which was backed by an effective BMS; transport vehicles; use of RPA and DGSA for guidance and support.
Conclusion
Based on the information provided, our discussions, and relevant paperwork I rate this company as Green. I do not believe they need a compliance inspection for another four years, unless circumstances change or there is an event that creates the need for re-inspection.
A level four issue has been raised for the provision of documents described above, and a review of their risk assessment to take account that one of their packages weighs more than 50 kilogrammes. Appropriate measures are to be adopted and recorded to address the manual handling issues associated with moving such packages.
