Aim of inspection
The purpose of the joint transport and safeguards compliance inspection was to review the University of Manchester's arrangements for compliance with:
- Road transport of Class 7 dangerous goods (radioactive material), covering consignor duties; and
- Nuclear Safeguards (EU Exit) Regulations 2019 (NSR19) with a focus on Fundamental Safeguards Expectation 7, Nuclear Material Tracking.

Key findings, inspector's opinions and reasons for judgement made
The inspectors reviewed a range of topics and identified a number of examples of the University of Manchester (UoM) meeting relevant good practice in reducing risk to levels that are ALARP. These included having appropriate IRR17 Regulation 6 and 7 Registration and Consent, transport Radiation Risk Assessments (RRAs), IRR17 contingency plans, transport documents, Nuclear Safeguards (EU Exit) Regulation 2019 (NSR19) Regulations 03, 06, 09, 10, 11 and 31(5), adequate arrangements in place for Fundamental Safeguards Expectation, (FSE) 7, Nuclear Material Tracking, the Safeguards Basic Technical Characteristics document, the Safeguards Accountancy and Control Plan, Safety Adviser reports, training and training records, management systems and appropriate appointment of Dangerous Goods Safety Advisers (DGSAs), Radiation Protection Advisers (RPAs) and Radiation Protection Supervisors (RPSs).
No non-compliances were identified but the inspectors made some observations regarding improvements to the UoM's arrangements in line with relevant good practice.
Conclusion
The inspection findings were presented to the UoM at the close of the inspection.
We judged an overall inspection rating of Green was appropriate for both the transport and safeguards aspects of the inspection.
