Key findings, inspector's opinions and reasons for judgement made
Both the Mechanical, Electrical, Heating, ventilation and air-conditioning Alliance (MEHA) and Framatome nuclear steam supply system (NSSS) have a strategy for the retention of documents and records, including radiographs and supply chain records.
The organisations are continuing to develop their organisational processes and arrangements to facilitate the retention of documents and records.
In a number of instances, management arrangements are still being developed, reviewed or in the process of being finalised.
Within the MEHA, Asset Suite 9 (AS9) will be a key enabler for the retention of documents and records, and ONR will be seeking ongoing confidence in the development and subsequent roll-out of the system.
There were minor areas requiring improvement to each organisation’s management system arrangements for the provision and retention of documents and records, including supply chain records.
A number of minor areas for improvement were identified that MEHA and Framatome undertook to review. These matters will therefore be progressed through future interactions with the MEHA and do not warrant a regulatory issue.
Conclusion
Given the development of the MEHA and Framatome's organisation and the development of each organisations' arrangements, I judge that the progress made to date by the MEHA and Framatome, coupled with the forward plans for development, are adequate for the provision and retention of documents and records.
On this basis, a green rating was assigned to this inspection against Licence Condition 6.
