Aim of inspection

The purpose of this Inspection is to sample the adequacy of Sellafield Limited’s arrangements for compliance with Nuclear Site Licence Condition 12 (LC12) and the site-wide implementation of these arrangements at the Sellafield site in West Cumbria, in order to inform a regulatory judgement regarding the licensee’s compliance with its legal duties under the Nuclear Site Licence (NSL).

Key findings, inspector's opinions and reasons for judgement made

I, along with colleagues from the Corporate and Human Factors disciplines, undertook a Licence Condition 12 (Duly authorised and other suitably qualified and experienced persons) inspection at the corporate level at the Sellafield Site. The inspection focused on the adequacy of Sellafield Limited’s arrangements for compliance with Nuclear Site Licence Condition 12 (LC12) and the site-wide implementation of these arrangements at the Sellafield site.
 
I was content with Sellafield Limited’s interpretation of SQEP, DAP and competence in its LC12 arrangements.
 
During the inspection we identified several relatively minor compliance shortfalls and provided advice.  This will be followed up at the routine Level 4 engagements with the Sellafield Limited Central Training Department.
 
Overall, I found that Sellafield Limited was compliant with the arrangements and implementation for LC12.

Conclusion

On the basis of the evidence sampled before and during this inspection, I was satisfied that Sellafield Ltd is compliant with the requirements of LC12.

Based on this, I considered that an inspection rating of green (No Formal Action) for LC12 was appropriate, noting the relevant guidance within ONR documentation.

We identified several relatively minor compliance shortfalls which did not, when taken individually or together, challenge this rating for LC12.

These shortfalls are identified clearly as “regulatory findings” throughout this Inspection Record.

During the hot debrief, Sellafield Limited accepted these regulatory findings and agreed to update ONR on progress to address them during routine Level 4 training meetings between ONR and Sellafield Limited. This is further justification for not raising Level 4 Regulatory Issue(s) during this inspection.
