Key findings, inspector's opinions and reasons for judgement made
I carried out a LC22 compliance inspection at the Magnox Ltd Berkeley site. I reviewed the arrangements for this LC and was able to establish the “golden thread” in the management system for it. I examined the arrangements for the modification or experiment on existing plant, for Magnox Ltd Berkeley vault retrievals and any modifications following required updates to safety cases following recent operational experience and learning.
Conclusion
In my opinion, the Licensee's making and implementation of arrangements for compliance with LC22 are adequate. My assessment of the arrangements for the modifications to plant for the removal of argon as an operational requirement for Vault 3 retrievals and the modification to the safety case and plant following operational experience of “flares/flashes” associated with Vault 1 and 2 retrieval operations, demonstrated in my opinion these arrangements were being adequately implemented. I therefore conclude that this inspection identified no further matters that may impact significantly on nuclear safety.
