Aim of inspection

This is a planned compliance inspection against the Ionising Radiations Regulations 2017 (IRR17).
 
The purpose of the inspection is to seek assurance that adequate arrangements are in place to comply with relevant aspects of IRR17 for work being carried out in the Contact Shop and that adequate arrangements have been put in place by the licensee as required by Licence Condition 18 (LC18).

Key findings, inspector's opinions and reasons for judgement made

Findings of a planned intervention that was undertaken in order to assess compliance with the Ionising Radiations Regulations 2017 (IRR17) and License Condition 18 (LC18) at Rolls Royce Submarines (RRSL) Nuclear Fuel Production Plant (NFPP), Raynesway are presented.
 
The intervention consisted of an examination of the implementation of arrangements to secure compliance with the requirements of IRR17 & LC18 by discussion with key facility personnel and inspections of facilities/ plants.
 
The focus of this intervention was risk informed from events reported to ONR in the Contact Shop. In particular, we sampled arrangements for contamination control and minimising doses and risks to ALARP. The LC18 focus was the written arrangements.
 
Two Regulatory Issues and four observations were raised. The regulatory issues are:
  • RI-12020 relating to provision of RPS in the Contact Shop. 
  • RI-12021 relating to rehearsals of contingency plans at suitable intervals  in the Contact Shop.
 
Overall, we judged that, on the basis of evidence sampled at the time of this inspection, compliance with IRR17 and LC18 was demonstrated and an inspection rating of Green (no formal action) is appropriate.

Conclusion


Two non-compliance's relating to RPS provision and rehearsal of contingency plans were raised to which RRSL committed to address these non-compliance's.
 
Two level 4 regulatory issues have been raised for the two non-compliance's and will be tracked to completion via level 4 regulatory interface meetings.
 
We judged an overall inspection rating of green was appropriate for this inspection.
