Aim of inspection

The purpose of this inspection was to gain assurance that Spent Fuel Services (SFS) is compliant with Sellafield Ltd’s arrangements for Licence Condition 10, Training.

Key findings, inspector's opinions and reasons for judgement made

I undertook a Licence Condition (LC) 10 (Training) inspection at the Spent Fuel Services (SFS) Operating Unit at the Sellafield Site. The inspection focused on the adequacy of the implementation of Sellafield Limited’s arrangements made under the requirements of the nuclear site licence under LC10; the inspection focussed on operations personnel.

Overall, I found that training programme descriptions are in place, key training positions are resourced, the Analysis, Design, Development, Implementation and Evaluation (ADDIE) Model is being applied for new courses and SFS is acting on training feedback, and I am of the opinion that SFS is compliant with the key requirements of LC10. There were several areas where SFS is not demonstrably compliant with the site’s arrangements including the transition from legacy training and the oversight of training. However, I do not consider these shortfalls significant as such to require formal regulatory action, and I have instead provided regulatory advice to SFS. Consequently, and in accordance with ONR’s arrangements, I consider a rating of Green (no formal action) appropriate for this inspection.
 

Conclusion
