Aim of inspection

Informed by the intelligence on potential shortfalls in Sellafield's implementation of the CDM arrangements, this inspection is to gain assurance that the Calder demolition projects are adhering to the requirements set forth by the CDM 2015 regulations, prioritising the health, safety and welfare of all individuals involved in the demolition process.

Key findings, inspector's opinions and reasons for judgement made

The purpose of the Construction (Design and Management) 2015 (CDM 2015) regulation compliance inspection on the Calder site was to seek assurance that Sellafield Ltd. had adequate arrangements in place for the management of health and safety throughout the Calder demolition projects in compliance with the CDM 2015 requirements.
 
The inspection focused on the adequacy of the pre-construction information (PCI) provided by the Client - Sellafield, the competency of the Principal Designer (PD) and Principal Contractor (PC), the selection and SQEP assessment of the Contractors, the risk assessment process, communication of risks among the stakeholders, incident reporting and process for continuous improvement.
 
Based on the discussions held with the principal project team members, and having sampled the PCI, Construction Phase Plan (CPP), the Risk Assessment and Method Statement (RAMS) and the residual risk register following the site walkdown, I was of the opinion that Sellafield Ltd. had adequate arrangements in place to manage risks while prioritising the health, safety and welfare of all individuals involved in the demolition process, as set out in the CDM 2015 Regulations. I therefore rated the inspection GREEN - no formal regulatory actions.

Conclusion

Based on the discussions held with the principal project team members, and having sampled the PCI, Construction Phase Plan (CPP), the Risk Assessment and Method Statement (RAMS) and the residual risk register following the site walkdown, I was of the opinion that Sellafield Ltd. had adequate arrangements in place to manage risks while prioritising the health, safety and welfare of all individuals involved in the demolition process, as set out in the CDM 2015 Regulations.
 
I therefore rated the inspection green - no formal regulatory actions.
