Key findings, inspector's opinions and reasons for judgement made

I, the Site Inspector for the Spent Fuel Services Operating Unit at the Sellafield Site, supported by an Internal Hazards Specialist Inspector undertook a themed inspection of the implementation of the nuclear fire safety case at the Fuel Handling Plant (FHP) and Advanced Gas-Cooled Reactor (AGR) Waste Store. The inspection also considered conventional fire fighting arrangements.

My inspection identified that the nuclear fire safety safety case is implemented at the FHP and AGR Waste Store, is being suitably managed for changes following the cessation of reprocessing, personnel are trained, equipment is being maintained and there are adequate arrangements to prevent the release of radioactive material and radioactive waste in the event of a fire. The inspection covered six licence conditions, five of which I rate as Green. However, I found that certain lower level operating rules, known as operating assumptions within the Sellafield arrangements, did not have an adequate demonstration of compliance and I have consequently rated LC23 (Operating rules) as Amber, and will seek improvement from the Licensee, Sellafield Ltd.

Conclusion

I am of the opinion that the nuclear fire safety case is being managed and implemented at the facility; recent changes have been updated in accordance with the Sellafield arrangements, equipment maintained and personnel trained. An issue with operating rules (LC23) has been identified and requires addressing. Consequently I rate LCs 10, 24, 27, 28 and 34 as Green, and LC23 as Amber.

For the Amber rating I will raise an enforcement decision record, and seek improvement. However, in my opinion, regulatory advice and a Level 3 regulatory issue is the appropriate response.
