Key findings, inspector's opinions and reasons for judgement made
The inspection findings were as follows:
- There is evidence of NNB GenCo (HPC) establishing clear expectations for records, and cascading these expectations to contractors.
- The contractors sampled, have arrangements in place to support the generation, review & acceptance, submission and storage of records which are cognisant of the NNB GenCo (HPC) expectations, including future commissioning and operational requirements.
- IT systems to support the process are at various levels of maturity and need to be further developed in accordance with declared plans.
- The records sampled were generally fit for purpose, with some areas of good practice identified. However, a number of areas for enhanced clarity and consistency were also identified.
- There is an absence of consistent training associated with records, and there would be benefit in NNB GenCo (HPC) and their contractors considering how this knowledge can be embedded within the workforce, especially as installation activities increase.
The inspection team's preliminary findings were shared with, acknowledged, and accepted by NNB GenCo (HPC) management as part of normal inspection feedback. The minor areas for improvement identified during the inspection do not warrant a regulatory issue, and will be progressed through routine LC6 and LC17 interactions.
Conclusion
NNB GenCo (HPC) has established and cascaded to contractors, clear expectations for the generation, review & acceptance, submission and storage of site/installation records. These expectations are generally being met by contractors and there are plans in place to ensure the arrangements and associated IT tools continue to evolve. On this basis, a GREEN rating was assigned to this inspection.
