Aim of inspection

The purpose of this inspection is to gain assurance that Spent Fuel Services (SFS) is compliant with Sellafield Ltd’s arrangements for Licence Condition 21 (Commissioning).

Key findings, inspector's opinions and reasons for judgement made

I, the Site Inspector for the Spent Fuel Services Operating Unit at the Sellafield Site in Cumbria, undertook a Licence Condition 21 (Commissioning) inspection covering the Spent Fuel Services area of operations. I sampled two commissioning activities and found that they were undertaken in line with regulatory expectations. I found that personnel involved in commissioning activities were appointed where appropriate and qualified. The governance system had been implemented, handover certificates were in place, test documents were available and had been approved by the appropriate governance entity and records were available. In accordance with ONR's established arrangements, I rate this inspection as Green (no further action).

Conclusion

The commissioning team provided a good narrative and supporting records of their commissioning activities. The CSC had been engaged, and there were records of handing over from construction and to operations for the Gamma 49 replacement, while the compressors modification was limited to a commissioning to operations handover. Appointments letters and training were sampled and I found these to be in date with the letters signed by the appropriate person.

There was evidence of a safety case implementation plan that demonstrated how the safety case including associated instructions was updated and handed over to operations.

I am satisfied that full and accurate records are kept in pursuance of commissioning, although at the inspection I was only sighted on local copies (this was not a records inspection, and local copies had formal references assigned).

In my opinion this inspection merits a Green (no formal action) rating.
