Aim of inspection

LC17 - Management Systems – Review of the development of the management system following the introduction of the programmatic approach. Revisit progress against the quality improvement plan.

Key findings, inspector's opinions and reasons for judgement made

The compliance inspection of LC17 identified that NRS Dounreay continues to develop and implement adequate arrangements for the safety related activities being carried out.

Overall, I am satisfied that NRS Dounreay's management system arrangements and their deployment continue to meet ONR’s expectations detailed in TIG17 and relevant management system standards, such as ISO9001 and IAEA Safety Standard GSR Part 2.

The inspections I carried out on the quality management aspects of the ATW Shaft and Silo project and the removal of the Slab Tanks in D1203 provided me with confidence that sufficient quality assurance controls were being applied.

NRS Dounreay is implementing significant organisational changes, which necessitate significant consequential changes to its management system. NRS Dounreay has also initiated an extensive improvement initiative to review and improve the effectiveness of its business processes. I found that these activities were being managed in an adequate manner.

With regards to our follow up activities, ONR will assess the progress of these management system improvement activities as part of ONR’s 2025/26 inspection programme.

Overall, I consider that NRS Dounreay continues to support, develop, deploy and improve its management system arrangements with due regard to safety. I did not identify any matter impacting on safety that required any further immediate regulatory action.

I am satisfied that NRS Dounreay's management system arrangements and their deployment continue to meet ONR’s expectations detailed in TIG17 and relevant management system standards, such as ISO9001 and IAEA Safety Standard GSR Part 2.
